Check out the location of the cars with regards to the lanes on the road. These guys aren't changing lanes, they're just driving this way. Fernando (Carmen's husband) says the lanes are a "suggestion" but I don't even think they're that. I think they're a visual guide to tell the locals how wide the road is, but the only determining factor in how many vehicles fill the road are how many there are present and how wide each of them is (sometimes counting side-view mirrors, sometimes not).
